No. Being on the DD Waiver is not required. But, there are benefits to going on the DD Waiver, such as the state getting more federal money to pay for services. You can also ask to talk with the person at the regional center who handles the DD Waiver. They are sometimes called the Federal Revenues Coordinator. They can answer your questions or concerns about the DD Waiver.
