(10.17) Can I get help to appeal if I am in Porterville Developmental Center or Canyon Springs Community Facility?

Porterville Developmental Center and Canyon Springs Community Facility are state-run institutions. There is a Clients’ Rights Advocate (CRA) at both Porterville Developmental Center and Canyon Springs. There is also a Volunteer Advocacy Services Coordinator at each. The Volunteer Advocacy Services Coordinator and volunteers can help you at IPP meetings and when you might move into the community. If you do not have a representative, the State Council on Developmental Disabilities (SCDD) can appoint a representative for you.

CRAs at developmental centers are not employees of the developmental center. They are also different from the CRAs at the Office of Clients’ Rights Advocacy (OCRA). The state contracts with the SCDD to provide clients’ rights advocacy services to people who live in Porterville Developmental Center and Canyon Springs.

CRAs also can look into suspected abuse and denials of rights. These CRAs make sure the laws are being followed in licensed facilities.[1]§ 4433(d)(2).
