Una &#8220;discapacidad sustancial&#8221; se discute extensamente en el <a href=\"https:\/\/rula.disabilityrightsca.org\/es\/rula-book\/capitulo-2-discapacidades-del-desarrollo\/\" target=\"_blank\" rel=\"noreferrer noopener\">Cap\u00edtulo<\/a><a href=\"https:\/\/rula.disabilityrightsca.org\/rula-book\/chapter-2-eligibility-for-regional-center-services\/\" target=\"_blank\" rel=\"noreferrer noopener\"> Dos<\/a> de este manual.\u00a0<\/li>\n\n\n\n<li>Personas que corren un alto riesgo de criar a un beb\u00e9 con una discapacidad del desarrollo.\u202fLos padres y los beb\u00e9s de este
